Maharashtra Bovine Breeding (Regulation) Act, 2023

To regulate bovine breeding activities such as the use of fertile bulls for semen production in the state, processing, storage, sale, and distribution of bovine semen, and artificial insemination using assisted reproductive technologies in bovines, the “Maharashtra Bovine Breeding (Regulation) Act, 2023” has been implemented in the state. The enforcement of this Act has commenced from 5th December 2024.

The key features of this Act are as follows:

(a) Regulation of bovine breeding activities;
(b) Registration with the Authority of semen centers, embryo transfer, in-vitro fertilization laboratories, artificial insemination training institutes, and assisted reproductive technology services, and registration with the District Deputy Commissioner of Animal Husbandry of semen banks, artificial insemination service providers, and artificial insemination technicians;
(c) Certification of bulls;
(d) Establishment of the Maharashtra Bovine Breeding Regulatory Authority;
(e) Empowerment of the Authority to conduct inspections, searches, and seizures;
(f) Penalties for violation of the provisions of this Act.
