    Maharashtra Goseva Ayog

    • Maharashtra Goseva Ayog has been constituted to supervise the organizations working for the conservation, protection and welfare of Cattles in the state of Maharashtra.
    • Maharashtra Goseva Ayog Act 2023 was enacted as published in the Government Gazette on 28.04.2023. It has been implemented vide notification dated 10.05.2023
    • By notification dated 07.07.2023 the following non-official members have been appointed for the next three years. 1. Shri. Shekhar Mundada, 2. Shri. Sunil Suryavanshi, 3. Shri. Sanjay Bhosle, 4. Dr. Nitin Manmohanrao Markandeya, 5. Shri. Sanat Kumar Gupta, 6. Shri. Uddhav Nerkar, 7. Shri. Deepak Bhagat and from these non-official Shri Shekhar Mundada has been appointed as Chairman of Ayog.
    • A Board of 22 members has been constituted as "Maharashtra Goseva Ayog" vide notification dated 01.09.2023 to exercise the powers conferred under the Act and perform the assigned functions. The commission has 14 ex-officio members from various government departments. This includes Commissioner Animal Husbandry as an ex-officio member. Appointment of 7 non-governmental members on the commission by nomination as representatives of animal welfare, animal management, veterinary science, dairying, biotechnology, marketing, law, social work or modern technology and non-governmental organizations, Gosdans, Goshalas, Panjarpol and Gorakshana Sansthas etc. and one of them as Chairperson has been selected.

    • The post of Joint Commissioner Animal Husbandry to act as Member Secretary of the Commission and other 24 Officers/Employees will be appointed by Govt.
    • The headquarters of the Commission has been temporarily established in the office of Commissioner Animal Husbandry, Aundh, Pune-67.
    • Main Objectives of Goseva Commission –

    • To promote conservation, protection and welfare of cattle in the state of Maharashtra and to monitor and supervise the registration of organizations working for the same. Ensuring protection of cattles under existing laws. To ensure that the programs and schemes of the State Government related to the development of the institution are implemented.

    • To ensure active participation of institutions in the development of indigenous breeds of cattle in the state of Maharashtra. To promote Health care of cattle. To ensure care and management of cattles seized for violation of existing laws. To ensure proper management, care and treatment of weak, aged and diseased cattles maintained by a registered institution.

    • To ensure implementation of public awareness and training for farmers and other stakeholders regarding cattle management.
    • To ensure implementation and control of Maharashtra State Bovine Breeding Policy.
    • To suggest measures which will help in strengthening financially weak institutions. Providing financial assistance to institutions.
    • Coordinating with universities and other research institutes for breed improvement, fodder development and industries based on dung, urine and biogas, etc. and seeking their assistance in adopting new scientific technologies.
    • To promote the cultivation and production of improved varieties of fodder and fodder seeds and pasture development activities. To coordinate between Maharashtra University of Animal and Fisheries Science, Nagpur and other research institutes related to animal and fodder development programs and ensure active participation of institutions for adoption of new scientific technologies.

    • To inquire into the complaints in the functioning of any organization. To review the activities for prevention of cruelty to animals and the work of District Society for Prevention of Cruelty to Animals.
    • Registration of Institutions –

    • Registration of institutions registered under the Maharashtra Public Trusts Act/ Societies, Societies Act 1860/ Maharashtra Co-operative Societies Act 1960 / Companies Act 2013 and working for the care, breeding, rearing and preservation of cattles. Institutions working for the purpose of conservation, protection and welfare of cattle, accepting, protecting, caring for, managing and treating infirm, aged and diseased animals should be registered with Goseva Ayog .
    • Existing Gosdan, Goshala, Panjarpol, Gorakshana Sanstha, Federation or NGOs should be registered under Rule 12 of the Act in the prescribed manner within 6 months from date of commencement of this Act.
    • Registration is required within 3 months from the date on which the organization is incorporated after the date of commencement of this Act.
    • There shall be a fund of the Goseva Commission to be called "Goseva Ayog Fund". It shall include all monies received by the Commission including grants given by the Government, registration fees received and donations, prizes and bequests made by any person or organization. Out of the said fund, the commission will be spent as per government financial rules for carrying out the functions directed in the act.
    • In case of contravention or contempt of the provisions of the Act, such institution or person shall be liable to fine up to ten thousand rupees/revenue levy if found guilty after giving opportunity of inquiry and presentation.
